Andhra Pradesh is making a historic leap in data collection as it prepares to launch Census 2027 in a completely digital format starting April 16. This shift marks a departure from traditional paper-based methods, aiming for higher accuracy and faster processing of national data.
Phase-Wise Rollout
Director of Census Operations, J Nivas, confirmed that the exercise will be divided into two distinct stages:
-
Phase I: Houselisting and Housing Census
-
Objective: To count houses and buildings to assess logistical needs.
-
Data Collection: Enumerators will record details on household amenities (water, sanitation, lighting, cooking fuel) and assets (internet access, vehicles, and mobile phones).
-
-
Phase II: Population Census
-
Objective: A comprehensive headcount of the population following the completion of the housing phase.
-
Key Features of Census 2027
The upcoming exercise is defined by technological modernization and strict administrative oversight:
-
Self-Enumeration: For the first time, citizens will have the option to provide their details through a digital portal.
-
Frozen Boundaries: To ensure data consistency, administrative units were frozen as of January 1, 2026.
-
Preparatory Pre-tests: Successful trials were conducted in November 2025 across districts including Visakhapatnam, Nandyal, Prakasam, and Alluri Sitharamaraju.
-
Legal Compliance: Officials have notified the specific questionnaire via a gazette and warned that obstructing census work or providing false information could result in criminal action.
Why This Matters
The Census is India’s most critical administrative tool. The data gathered serves as the backbone for:
-
Welfare Schemes: Designing and targeting social security programs.
-
Resource Allocation: Distributing funds between the Centre and States.
-
Infrastructure Planning: Improving urban and rural services based on asset and amenity density.
With the Delimitation exercise (the redrawing of political constituencies) also on the horizon, the accuracy of this digital census will likely play a pivotal role in shaping India’s future political and economic landscape.
