In an effort to transform the democratic process from a “tedious activity” into a celebration, the Election Commission (EC) has launched a series of high-profile incentives aimed at Kerala’s youth. With the state’s 140 Assembly seats up for grabs on April 9, the mission is clear: motivate the roughly 50 lakh voters in the 18–30 age bracket who traditionally show lower turnout rates.
Sweetening the Deal: Incentives for Voters
Kerala Chief Electoral Officer (CEO) Rathan U. Kelkar revealed a suite of “treats” designed to make the first-time voting experience memorable:
-
The “Halwa” Initiative: First-time voters in selected booths across every district will be greeted with packets of halwa. “The intention is to sweeten their civic journey,” Kelkar noted.
-
Free Commutes: Uber is offering free rides to polling stations within a 2km radius in Ernakulam and Thiruvananthapuram.
-
Post-Vote Discounts: SupplyCo will offer rice flour for just ₹1 on April 10 and 11 for those who voted. Additionally, major brands like Starbucks and Cafe Coffee Day are in talks to provide “voter discounts.”
-
Digital Engagement: To speak the language of Gen-Z, the EC has deployed AI-generated videos, viral reels, and a “Gen-Z Anthem” launched by CEC Gyanesh Kumar.
Targeting a Record 90% Turnout
The CEO expressed confidence that these measures, combined with a “clean” electoral roll following a Special Intensive Revision (SIR), will push the state toward a historic 90% voter turnout.
“There is no reason why people would not vote after they participated in the SIR and got their names included. 90% plus is easily achievable.” — Rathan U. Kelkar, Kerala CEO
Beating the Heat and Ensuring Safety
With Kerala experiencing hot and humid weather, the EC has mandated several “comfort measures” at polling stations:
-
Climate Control: Mandatory water points, shaded waiting areas, and umbrellas for booth-level officers.
-
Home Voting: Approximately 75% of home voting for eligible seniors and persons with disabilities was completed by April 3, with the remainder expected to conclude by April 4.
-
Security: To ensure a smooth process, webcasting systems will be active at polling stations, and central forces will be deployed at sensitive booths.
Delivery Partners Join the Cause
Beyond food discounts, tech giants like Blinkit, Swiggy, Zomato, and Domino’s are participating by pushing positive notifications and reminders to their users, reinforcing the idea that “every vote makes a difference.”
