Indian state-owned refiners are navigating their most significant supply uncertainty in months as a prolonged conflict in the Middle East collides with tightening regulatory pressures on Russian crude imports.
Key Pressures Facing Indian Refiners
-
Middle East Pipeline Disruptions: While shipments through the Strait of Hormuz have faced headwinds since late February, recent drone attacks forced Saudi Arabia to temporarily close the critical East-West pipeline, impacting over 400,000 barrels a day of flows to India alone. Although repairs are underway to restore partial capacity, the disruption has severely strained term supplies.
-
Tighter U.S. Sanctions on Russian Oil: Russian crude is already commanding a higher premium. This challenge is set to escalate following the U.S. Congress’s approval of a sweeping sanctions bill that paves the way for punitive tariffs on countries dealing with Moscow’s oil industry.
-
Impending Procurement Crunch: While September and October requirements are secured, Indian refiners face critical decisions for November and beyond as they weigh whether to risk tighter secondary sanctions or look for alternative barrels.
-
Low Inventories and Rising Domestic Demand: India’s crude inventories dropped to 93.5 million barrels (roughly a 20-day import cover) in mid-September—the lowest level since May. This crunch coincides with a major expansion in domestic refining capacity, including a new 180,000-barrel-a-day refinery in Rajasthan ramping up and Indian Oil Corp. expanding plants to add over 340,000 barrels a day of capacity by December.
Diversification and Margin Pressures
As India’s role as Russia’s top buyer of seaborne crude faces a potential ceiling, state refiners are increasingly diversifying toward alternative suppliers—including the U.S., Brazil, Canada, Venezuela, and African producers. However, sourcing barrels from further afield comes at a higher cost, threatening to compress profit margins for refiners that are already selling petroleum products like gasoline, diesel, and liquefied petroleum gas below cost.
