A portion of the newly inaugurated Delhi-Dehradun Expressway near Shamli, Uttar Pradesh, caved in following intense overnight rainfall. The incident, which occurred near Gogwan Jalalpur village, has sparked widespread concerns regarding the durability and safety of the $\text{Rs } 12,000\text{-crore}$ infrastructure project.
Videos of the damaged stretch—showing deep depressions and collapsed tarmac—rapidly circulated on social media after a motorist flagged the hazard near Hathi Karoda village.
The Root Cause: Drainage vs. Local Access
According to the National Highways Authority of India (NHAI), the cave-in was a direct result of severe water logging, which they attribute to local interference with the highway’s design.
While NHAI had constructed a dedicated culvert to manage heavy rainwater runoff, the system could not be fully integrated.
NHAI Official Statement:
“Locals have been using the culvert opening as a vehicular crossing. Due to this, the intended cross-drainage arrangement has remained non-operational, leading to accumulation of rainwater along the carriageway during the heavy rainfall and the subsequent road surface cave-in.”
Damage Control and Fixes
NHAI has confirmed that the collapsed section of the highway has already been fully repaired and reopened to traffic.
To prevent future flooding and subsequent road damage while the main culvert dispute remains unresolved, the authority is implementing the following interim measures:

Parallel Drain Construction: Work has begun on a temporary $1.5\text{ km}$ parallel drainage system.

Gradient Redesign: Engineers are adjusting the drainage slope to safely redirect rainwater to an alternate entry/exit point at kilometer $56+500$.
